"The Commissioners which Her Majesty has been pleased to issue on the occasion of your proceeding to China, and which are severally inclosed this date, confer upon you full and sufficient authority for the execution of the duties which will devolve upon you as Her Majesty's Plenipotentiary, and Chief Superintendent of British Trade in China.
"By the first Commission which has been issued to you in pursuance of the Powers vested in the Crown by the Act of the 3 & 4 Will : 4. cap 93, Her Majesty has appointed you to be Chief Superintendent of the Trade of Her subjects in and from the Dominions of the Emperor of China for the purpose of protecting & promoting such Trade; and this Commission has likewise, in pursuance of the Act of the 6 & 7 Vict : C:80: made provision for the continuance in that office.
"In the same event of a vacancy occurring in the office.
"By the second Commission which has been issued to you in pursuance of the last mentioned Act of the 6 & 7 Vict. c. 80, Her Majesty has been pleased to confer upon you, in your character of Superintendent, and so long as you shall also be Governor of the Island of Hongkong, to which office you have been appointed by an Instrument which you will receive from the Secretary of State for the Colonial Department, power to enact, with the advice of the Legislative Council of that Island, all such Laws and Ordinances as may from time to time be required for the peace, order and good government of Her Majesty's Subjects.
